(taking whip before getting fuwalafuwaloo wont let it evolve)
Vento Sacro is really a misunderstood weapon. It's that early low damage and the requirement to be moving that puts people off. But the fact of the matter is that Vento Sacro is a pump-up weapon, not much different than King Bible, that takes some investment to show its true potential. And unlike King Bible, you don't even need to evolve it to massacre everything the game throws at you with the sole exception of Bone Zone.
Then there are the synergies. Vento Sacro paired with Duplicator, the Beginning arcana, and a +projectile character is very destructive by level 8 and will mow through almost anything, allowing to face tank mobs at full speed in minute 29 on all stages but Bone Zone. Add an area passive to that, and you'll turn it into a high-caliber machine gun. And don't forget the Silver Ring and Torrona's Box for even more area (on Assunta you can go as high as ~160% by the end of the run).
The only place where I feel that it needs to be evolved is in the Bone Zone. But in that Stage everything needs to be evolved really. It's so much superior to the Whip both in its full leveled-up and evolved forms! And the best way to see that in action is by just comparing the damage output of both weapons on different runs.
The thing to keep in mind with Vento Sacro and its evolved form is that you need to be moving. The weapon discharges when you stop.
Granted, It may not be the perfect initial weapon for newcomers to the game until after they put some points into powerups. But the whip is even worse. Or did we forget it was Imelda, not Antonio, who we all ended up choosing to get us past the early game when we started playing VS?
EDIT: Oh, and we didn't get into its high knockback. I've been pushing bosses at full speed with it. And paired with Garlic, I can imagine only immune monsters will get to you.
In short, I love this weapon. it's my favorite now, having deposed Guns.
