If you evolve the Runetracer it takes a while before the explosions start.
The new Song only starts after the old Song of Mana has finished.
And so forth.
I could be wrong, but that's what I noticed.
Presumably, CD kicks in AFTER an attack tick completes? If so, having > 95% should be a two digit ms interval (perhaps tied to frame timing).
If that is the case then there should be no CD between KB finishing and UV beginning?
Or is there a global CD minimum of say, between 500ms and 1s?
Unholy Vespers does not include the base duration in its cooldown period, and adjusts the base stats so that the base cooldown and duration are identical, thus being constantly activated unless you somehow have a Cooldown or Duration penalty.
