It's the epilepsy warning that normally appears upon booting up the game, just with the order of the letters randomly scrambled. The scrambling is done live, so it's different for each player.

Letter scrambled means all letters, not just the letters of each word, right? Because I got a message with a two-word title and both words are 12 characters long.…
