This just started this morning, here is a fix for anyone who gets this error.

Playing on XBOX game pass
Windows 10

Go into the task manager
Pick the "App History" tab
Right click on Vampire Survivors
Select "Switch to"

and the game will launch.

I ended up buying it even though it's included with the game pass, I had thought it was removed from game pass and that was the reason I was getting this error. It's not expensive and they earned my money already, still a frustrating bug.
