I imagine the chance to drop was added more as a insurance that someone figured out Ex-Dash exists, in case noone discovered the code.
If you still feel it's cheating, I would kind of just forget the character exists, and maybe you get lucky. Likely, you won't ... ever... unless you want to put tens of thousands of hours into this game, but maybe you like it enough that you will. You are going to have to treat it like the literal lottery. Except when you win, you don't get a bunch of money. You get some pixels that perform very slightly differently than the previous pixels you had unlocked.
I would recommend not basing self-accomplishment off of arbitrary grinds and gambling, but habits are hard to break I understand.

That's still 16 times more likely than unlocking Exdash with a little clover.
If you don't really care about using or unlocking Exdash, that's fine, but if you want to do it in your lifetime, or at least before you get bored of the game, you might want to just use the code.
For those that are aware of the SOTN code, putting it here gets you a secret character, it's like putting the konami code in. It's not cheating just because it's a code, it's just one of the intended methods.
So that's just about 10 hours of playing... if you find a way to generate 4 clovers per second.
Of course if you are simply a normal human with exceedingly high luck, you'll maybe find one every minute, so that would only take around 2400h of non-stop playing.
I'd estimate out of all players who ever played this game there's maybe a few dozen who have unlocked him by chance. And I'd say none of these people unlocked him by choice, but because they didn't know better...
