Tiragisu never dropping?

I unlocked the Tiragisu by completing 20min with Krochi.
Im 100% sure i have it, but it never drops?

Even when i level both guns to level 8 and save a passive slot. Even after 15-18min it still doesnt drop. I've tried for 3 stages now.

Is it locked in any way?
A specific stage, or character or something else?

no it is not locked, normally you should get it but it has one of the lowest chances of getting it on a lvl up. Maybe you were just really unlucky

rare. get 2x banish and 3x reroll to make it easier drop

I like new stuff.. but..
every new item added to the game is going to make it harder to get the rare stuff :\

this is why Dev added (so far)
2 rerolls : let you reroll your lvl up rewards)
2 skips : skips your rewards
and 2 banishes : removes a chossen Item from all the future pools of rewards

also maps that have Fixed items set to it.
