Accessory slots are more valuable than weapon slots. So you shouldnt evolve weapons with useless accessories. Axe and Firewand are probably the best since you want their accessories on every run. Normal Wand is kinda useless but you grab the empty tome anyways, so its viable to bring the wand, if not required.
Anyways.
Garlic + free accessory slot >>> evolved kings bible.
The evolved King Bible will allow you to run and get away with several less than ideal weapons and combinations in the Forest. Just don't mix it with Candelabrador and it's the most flexible weapon you can get (excellent dmg and defense).
Ironically Candelabrador should be one of the best upgrades for it but it ends up affecting it negatively, if you combine the two you end up sacrificing DPS and knock back.

Garlic does great damage early on wiping everything out and works on the hoards even later on with spinash + the AoE damage one (candelabra?). It's nice to have the bible as well, and you don't even need to evolve bible if you have the faster recharge ability (and base upgrades). Non-upgraded bible is still up pretty much 100% of the time, so wasting a slot for it's evolotion isn't worth it (in my opinion). I also don't want/need garlics evolution and don't waste a slot on the regen (I get plenty from the base upgrades already).
Holy wand pairs GREAT with garlic, and I do like to evolve it. Empty tome is great to have as well, and the wand is a good boss killer (especilly if you back it into a corner). Paired with runetracer and you can handle everything just fine with non evolved garlic/bible (getting clover + spinach + AoE damage increase etc).
Currently there just isn't a high enough difficulty to actually need to build the most powerful combo you can get, you can finish both stages easily on hyper without evolving anything once you have gotten all the upgrades. I like garlic/bible as a base since it basically lets you ignore everything and just stand there if you want (not much reason to move around once you don't need gold anymore).
You can def finish both stages with maxed (but not-evolved) garlic/bible with pretty much any other upgrades though.
If you just want to make Garlic deal more damage (don't we all) use;
Lv. 50 Antonio: +50% to attacks, this should include Garlic.
Max out Spinach: +50% to attacks again.
Max out Spinach passives: +25% to attacks.
All together that's 125% more damage per tick. Antionio does over double damage making Poe look like he doesn't know what he's doing with that Garlic. New Garlic Lord?
I'm not sure if evolving Garlic increases it's damage, but I know it does if you're damaged and it's healing you, which is kind of weird.
If you want Garlic to proc more often try;
Lv. 30 Arca; -15% cooldown
Max Empty Tome: -40% cooldown
Max Cooldown passive: -5% cooldown
Garlic also lowers it's own cooldown a bit as it's leveled, but I'm not sure what the specific stats are.
I haven't paid attention to what -60% cooldown does to garlic, but I don't think taking Arca just to get another -15% on it is good here. Still, I highly recommend Empty Tome for any build.
If you want a crazy huge death circle, then definitely take;
Porta: +30% area increase.
Max Candelabrador: +50%
Max Area: +10%
Soul Eater: Evolving Garlic also gives more area, but I don't know how much %.
With > +90% increase in area, Imagine maxed sized Garlic, but probably double the radius. This thing is pretty big and great for AOE builds. The added space also give you more time for a second and third proc to be something you can start relying on without moving. Not as reliable when tanky late game enemies get shoved through that space though. I've die with 10 seconds left because of this. Still it can get you to late game with the right build.
Combo Idea:
An interesting combo that I recently found is the Lancet + Empty tome + Garlic + Bible + Spinach. The idea here is that the Lancet will constantly freeze enemies allowing you to fearlessly walk on them without taking damage and letting the Garlic just melt them. Bible also helps with this. Would strongly take Laurels and/or Armor since this is a very guts play. If you use Antonio and evolve the whip and garlic you get more damage and a nice bit of regen as well. +10 HP a second with a max passive regen and Pummarola. If you use Arca the Lancet moves quicker once maxed with Tome. Wings may be needed to keep up.
