I'm... I'm sorry, but honestly it might be a stretch that it'll run all that well. From what I'm seeing, it's not matching minimum requirements.

Judging from the CPU, you have a laptop, and graphics/CPU parts of the same series on laptop are naturally inferior to desktop ones.

A desktop GTX 1650 is already largely underpowered in this day and age (they were budget GPUs when raytracing just released with the 20xx series), it's inferior to a GTX 980, which is minimum requirement. If the specs posted by Namco are accurate, a laptop 1650 is not gonna be cut out for this.

Same story for the CPU honestly, although there's quite a gap between an i5-9600K and a Ryzen 5 2600 IIRC in minimum requirement, Ryzen 5 2600 is much less powerful and it's closer to your CPU.

Maybe in low settings at a lower resolution it may be possible. Hopefully, the game is going to be compatible FSR which is the DLSS equivalent for AMD but is compatible with older Nvidia GPUs (my old 1070 Ti worked with this)

it may run well, remember that minimum asks for 8gbs ram, with more than minimum im 100% sure it wont bottleneck. also the 1650ti has better architecture and has the privilige of receiving better driver updates (the dx12 in the recommended implies that the real minimum gpu is 4gb, im aware the 980 is 6gb), the i510300 also has more threads, but less cores and you can utilise more than 2.5ghz if overclocked. im sure there will be at least 10fps difference at 1080p low settings. im pretty sure that he can run it.

im just here trying to reassure him (and myself bc i have the same specs but 16gbs ram) with the limited knowledge and experience i have running performance intensive games. im sure you know more about this stuff than me

We are together on this one friend, both of us don't know if our CPU will run it, but i'm pretty sure those requirements are just for stable 60fps most of the time, we will probably run just fine and maybe have some lag when it gets more demanding.
