We should be glad Jaco even appeared in the anime and Xenoverse at all too.
The devs aren't able to use characters who have only shown up in the manga and not the anime because the manga specific characters fall under a different license.
The game is licensed from Toei, who produces the anime, they don't produce the manga though and as such it falls under a different license.
I also doubt Toei wants to commit to casting actors for the manga exclusive characters right now either considering we are still potentially years away from seeing these characters in animation.
