TL;DR: SCP:CB is a 32 Bit game, and because of that it uses below 4GB of RAM. That patch makes the game capable of using at least 4GB of RAM which is known to at least solve the Memory Access Violation error but it might help with your problem too.
When the launcher comes up, which option for the graphics card do you select?
Tbh if the patch doesn't work there are just these two things that you can try (if you haven't, but I believe you already have):
- Reinstall the whole game or verify the game files
- Wait a minute or 2 when the game is loading
And there's one thing you can try but I don't know if it actually works: When the launcher pops up uncheck the option "Use Launcher". You can try this, but I think you will have to change the options file to get the launcher back.
