PS. I'm not talking about gear etc. but about reaction time... Dealing with him for me is like playing counter strike or another fps with cheater that have 5-30 ms reaction time lol

Assuming you survive his initial barrage, either move in and get him while he is reloading or back off and try to snipe him from afar.

As soon as you realize that he has no armor and that his gun holds only 10 rounds , he kinda becomes a pushover - my first ever Arman kill was achieved via a completely blind spray in his general direction, right at the edge of my rifle's effective range, and after that realization bumrushing him became way easier.

The only problem with him right now comes from the level geometry of Makeshift Camp - sometimes instead of aggroing him at some medium to long distance (which is usually survivable, even at the cost of 1/2 of your HP and bleeding) you stumble upon him nose-to-nose in a narrow corridor of car wrecks, with no time to react and nowhere to hide, and he just feeds you lead.

I killed him by shotgun in jumpscare XD

Progressing into the game and sometimes even the bandits has time reaction and accuracy like Quake 3 and Unreal Tournament bots at higher difficulties.
Arman at medium range can make minced meat of you because his high DPS weapon. if you close-in his shots will glance. Or you fight him from very far away, and hope he doesnt notice in time. He runs like a coward when his magazine is empty, and try to re-engage in his optimal range.

The major issue with him is that he can be anywhere ! It's not like Kibba or Lazar which you know where to expect.
Most of the time when I find him, he is busy massacring bandits/green army/crimson . Loud shots also draw him to you, so it's no unusual, that he pops in when you are distracted looting after a protracted firefights. If you listen unknown footsteps in Makeshift Camp, stop and get to a place you can fight. Surprise Arman is my major source of deaths there...
