Demo?

and refund policy isn't the same as a demo. Normally there would be a demo for the game. DQ11 for PC had one for example.

There's no demo for PC, only for Xbox and PlayStation. Also keep in mind the demo was pretty rough while the full game runs a lot better. There's also no save transfer from the demo to the full game either.

I'm just now about to test it on PC, on PS5 it's running much smoother and better than the demo was. PC I'll have everything on High (no Ultra option) and I'm sure I'll still hit 60 fps.

Normally there would not be a demo for the game on PC. PC demos are exceptionally rare. Your only opportunity is the refund answer you were given which is the correct answer, or to try the demo on console which did get a demo.
