Crashing on Optimizing Games Files Screen

Has anyone found a fix for the game constantly crashing on the Optimizing Games Files screen?

I have tried everything from uninstalling and reinstalling nvidia drivers, reinstalling games on both a HDD and NVME, rolled back nvidia drivers and updates to latest drivers, verified integrity of games files...

My specs are as follows:
CPU: I9 13900K
GPU: RTX 4090
RAM: 64GB
PSU: 1200w

I have no idea what else to try
