I would say it really depends on what is most important for you. I think generally JS is a better game overall. I think the story, characters, and gameplay are all better, but I think the locations and open-world nature of Outlaws can be really appealing as well. The gameplay and characters feel more generic and the story hasn't fully grabbed me yet (haven't finished yet).
What exactly crashes do you have? In my case, I always did have 1 crash all over again when I was alt+TABing but changed it from full screen to “borderless windowed” and I had no single crash from start to finish of the game
I couldn't bring myself to explore much in Outlaws even once. That's a rare thing for me.
That puts a huge bias on my opinion for the comparison.
