Report a translation problem
The glass cannon perk: This was added probably because many players complained that the first game's lightsaber felt like a baseball bat: "It's a lightsaber, everything should be dying in 1 hit. 2 max. Droids should be cut in half immediately with 1 swing. Why do storm troopers take 2 hits to die? It doesn't make sense". So respawn went: "Ok you want a realistic lightsaber, we'll give you one but everyone else gets realistic weapons too. It doesn't make sense if Cal doesn't die in 1 or 2 blaster shots. The jedi in the temple died in 1 or 2 shots." Put it on, play on Jedi Grandmaster and they get what they wanted.
There are aspects of ng+ they did that don't really make sense to me but the ng+ perks aren't one of them. Like how Cal acknowledges the completion of side quests you did in your first playthrough when they clearly aren't completed in the new one. "Yeah i killed the rancor in that mine already. Too bad for the miners." Ok then why is there still a rancor in that mine? There are others.
I used WeMod to access the debug menu. Can also be used to unlock lightsaber colors and basically everything else.
Not sure on how exactly it works though, since some of the ones I've already completed are 'on' and some are 'off'.
Had to do that for both the 3 ISB hunters and the 2 Jedha ruins hunters. After that, the Jo the Cannibal rumor dialog was available from Caij without further changes. Haven't dealt with him, yet, but the fast travel in the area is limited, so he seems to have spawned by himself. Maybe the final rumor will activate, too, after that.
I just hope that the tag changes don't introduce any bugs to NG+ or anything...
after that it's stuck. cannot get any new dialogue out of caij. bounty menu doesnt show up. rumor still says to talk to caij.

I had the same issue and it was something "off" for me that needed to be "on".
To complete the first rumor:
Tag Debug>Bounty Hunter>System>Init [ON]
Tag Debug>Bounty Hunter>System>BHUnlocked [ON] (I wonder, is this supposed to trigger upon killing Korej Lim? I killed him, but it was off when I was stuck. Either way, the rumor completed with this turned on.)
Tag Debug>Narrative>Rumors>Global>Bounties>CanyonBountyHunter [ON]
Do this, meditate and rest, and then talk to Caij. I did the above and talked to her, and she says some random stuff before telling you about the next guy, I got the rumor complete popup and then the rumor location for the next BH. I still don't have the BH menu, and the next BH didn't automatically spawn (you have to toggle the Bounty Hunter>Individual and the Bounty Hunter>Location to get the BH to spawn), so it's less than ideal.
To stay as close to the game:
Toggle the rumors for CanyonBH, ForestBH, and ValleyBH immediately. It has been completing them in the right order for me, even though I toggled them all at the same time.
Turn on the rumor for ShatteredmoonBH after the first shattered moon mission.
Turn on the rumor for LegendaryBH1 (also GiveFirstTakeoverRumor, rumor toggle is in BH>Systems) after locating Armias.
Turn on the rumor for CoruscantBH after completing the shattered moon - rayvis quest. Turn on rumors for MountainsBH, AboveCloudsBH, and JedhaDesertBH after the Koboh Observatory Confrontation.
Turn on the rumors for ISBBH1, ISBBH2, ISBBH3, JedhaRuinsBH1, JedhaRuinsBH2, and LengedaryBH2 (also GiveSecondTakeoverRumor, rumor is in BH>Systems).
Turn on the rumor for Caij (also GiveCaijRumor in BH>Systems) after completing every other bounty.
Did you play around with Tag Debug>Collectibles by any chance? There may be something there that triggers the bounty menu interface.
Unfortunately everyone's save is bugged differently so some degree of trial and error is required.

Struggling with the same issue - stuck on Caij not talking about rumour in cantina after first bounty hunter is defeted. As of now found a way to activate bounty menu - for some reasons it's placed in Levels->UI->Journey->Bounty (there's 2 Journey options - triggered bounty in both).
After activating the menu noticed that first hunter is already there but he's not marked as defetead. By changing status of hunter in BountyHunters->Discovered you can make diferent hunters appear in the menu. However changing their status in other menus (Individuals/Locations etc) had no effect for me.
So as of now to solve the issue for my case I think we need to identify a way to mark defeated bounty hunter as "defeated". Easier said than done thou - spent 2+ hours in debug menu with no result.

Yup, that works to unlock the BH menu and as you said it just unlock it, doesn't do anything in regards of progressing it.
I am doing an NG+ and had a couple bounties collected previously. Those do not show up in the menu, only the ones unlocked during my current playthrough are listed. With some fiddling on the BH debug I could unlock the ones I had nabbed previously but again they do not show up as defeated.
I also tried taking out one that was currently in line for disassembly, Finau brothers and Kleo on Nova Garon. After defeating them the BH menu did not update with their new status. As a side note Nova Garon's door closed behind me and refused to open again with the exit door also being locked effectively trapping me inside an empty hallway.
Note, there is also a "Bounties" inside the tab debug > UI that can be turned on but that didn't seem to do anything.
I did find a way to mark the bounty as completed in the menu when I was playing around with it. With the red and the cross. I don't quite remember where it was but it was either somewhere in Tag Debug>Bounties> or Tag Debug>Collectibles. There is one particular category that will turn them red irregardless of whether you killed them or not. It does not actually complete the quest. It's just a visual flag.
