Fix for NG+ missing bounties 15 & 16
1. Backup your save files. Twice preferably to be very safe.
2. Enable the debug menu. Do a quick Google as to how.
3. Pause menu > debug > tag debug > narrative > rumours > completed > global > bounties
4. Toggle legendary bounties 1 & 2 from on to off.
5. Rest, fast travel somewhere, return to Caij

This was what worked for me. For some reason the game thinks I already completed the 2 legendary bounty rumours so it wasn't giving them to me. After this I could complete the Caij questline and get the last 2 achievements and bounty pucks.

Also I don't know if this breaks anything now or in the future. These last few fights was all I had left to do to 100% everything so my save should be relatively safe. Still I don't recommend skipping step 1 or deleting the backups.

NG+ is boring. I completed everything on my first play through unlocked every achievement except one. Tried the new perks the cosmetic one is ok, the one that randomizes enemies spawns can be cool and annoying at the same time. But the one that adds extra lightsaber damage increase while increasing enemies damage is crap i have maximum health bar and a regular storm trooper hits me one time and I loose 95% health is absurd.

New enemies perk: It doesn't randomise enemies. It's the same all the time just different from the original. There will be plenty of players who will play ng+ because of that perk as the main complaint about ng+ modes in general is that enemy encounters stay the same. Many players want the dark souls 2 treatment where the encounters are changed on ng+ so the playthrough feels fresh.
The glass cannon perk: This was added probably because many players complained that the first game's lightsaber felt like a baseball bat: "It's a lightsaber, everything should be dying in 1 hit. 2 max. Droids should be cut in half immediately with 1 swing. Why do storm troopers take 2 hits to die? It doesn't make sense". So respawn went: "Ok you want a realistic lightsaber, we'll give you one but everyone else gets realistic weapons too. It doesn't make sense if Cal doesn't die in 1 or 2 blaster shots. The jedi in the temple died in 1 or 2 shots." Put it on, play on Jedi Grandmaster and they get what they wanted.

There are aspects of ng+ they did that don't really make sense to me but the ng+ perks aren't one of them. Like how Cal acknowledges the completion of side quests you did in your first playthrough when they clearly aren't completed in the new one. "Yeah i killed the rancor in that mine already. Too bad for the miners." Ok then why is there still a rancor in that mine? There are others.

Noice, the debug menu can have pretty cryptic modifiers but I could finally get Caij to give me the missing bounty hunter rumors. Still had to debug further to spawn the enemies, then.

I used WeMod to access the debug menu. Can also be used to unlock lightsaber colors and basically everything else.

Glad it worked for you. I fortunately didn't need to spawn them in. Once the rumour was given everything took care of itself. I did notice a bounties locations on/off flag to play with. I'm seeing more and more cases and variations of this quest dying. Doesn't seem like an easy patch to write in order to ensure everyone's save is fixed.

I needed to use that location tag 'on' to spawn the hunters after activating the rumor.
Not sure on how exactly it works though, since some of the ones I've already completed are 'on' and some are 'off'.
Had to do that for both the 3 ISB hunters and the 2 Jedha ruins hunters. After that, the Jo the Cannibal rumor dialog was available from Caij without further changes. Haven't dealt with him, yet, but the fast travel in the area is limited, so he seems to have spawned by himself. Maybe the final rumor will activate, too, after that.

I just hope that the tag changes don't introduce any bugs to NG+ or anything...

has anybody figured out the debug menu procedure for us poor schmucks who cannot even initiate the bounty questline (i.e. pop up shows that bounties are available when travelling to the saloon but when you talk to caij the quest isn't completed / doesn't progress and the bounty menu doesn't show up... rumor still says to talk to caij)

I presume this is after you beat corej lim and caij is now not giving bounty 2? If so maybe you can check the rumours completed global bounties. There may be something "on" there that should be off. Since you didn't do any yet I would think everything will be off except corej lim. You can also check in debug > bounties > system section. I think there was a quest start flag (it should be on) as well as other caij flags in there.

yup. after killing the dude she appears tells me to talk to her at the saloon. fast forward after the mission i go to the saloon. i get the popup that bounties are now available. rumor says to talk to caij. i talk to caij she tells me blabla she has more work for me.

after that it's stuck. cannot get any new dialogue out of caij. bounty menu doesnt show up. rumor still says to talk to caij.

will try your suggestion, thx

Are bounties 12+ only on NG+? I beat the game and Caij won't give me the next one. I killed Oso and beat her in that mini game, but she doesn't offer the next one.

To stay as close to the game:
Toggle the rumors for CanyonBH, ForestBH, and ValleyBH immediately. It has been completing them in the right order for me, even though I toggled them all at the same time.
Turn on the rumor for ShatteredmoonBH after the first shattered moon mission.
Turn on the rumor for LegendaryBH1 (also GiveFirstTakeoverRumor, rumor toggle is in BH>Systems) after locating Armias.
Turn on the rumor for CoruscantBH after completing the shattered moon - rayvis quest. Turn on rumors for MountainsBH, AboveCloudsBH, and JedhaDesertBH after the Koboh Observatory Confrontation.
Turn on the rumors for ISBBH1, ISBBH2, ISBBH3, JedhaRuinsBH1, JedhaRuinsBH2, and LengedaryBH2 (also GiveSecondTakeoverRumor, rumor is in BH>Systems).
Turn on the rumor for Caij (also GiveCaijRumor in BH>Systems) after completing every other bounty.

Struggling with the same issue - stuck on Caij not talking about rumour in cantina after first bounty hunter is defeted. As of now found a way to activate bounty menu - for some reasons it's placed in Levels->UI->Journey->Bounty (there's 2 Journey options - triggered bounty in both).

After activating the menu noticed that first hunter is already there but he's not marked as defetead. By changing status of hunter in BountyHunters->Discovered you can make diferent hunters appear in the menu. However changing their status in other menus (Individuals/Locations etc) had no effect for me.

So as of now to solve the issue for my case I think we need to identify a way to mark defeated bounty hunter as "defeated". Easier said than done thou - spent 2+ hours in debug menu with no result.

Any thoughts?)

Yup, that works to unlock the BH menu and as you said it just unlock it, doesn't do anything in regards of progressing it.
I am doing an NG+ and had a couple bounties collected previously. Those do not show up in the menu, only the ones unlocked during my current playthrough are listed. With some fiddling on the BH debug I could unlock the ones I had nabbed previously but again they do not show up as defeated.
I also tried taking out one that was currently in line for disassembly, Finau brothers and Kleo on Nova Garon. After defeating them the BH menu did not update with their new status. As a side note Nova Garon's door closed behind me and refused to open again with the exit door also being locked effectively trapping me inside an empty hallway.

Note, there is also a "Bounties" inside the tab debug > UI that can be turned on but that didn't seem to do anything.

I did find a way to mark the bounty as completed in the menu when I was playing around with it. With the red and the cross. I don't quite remember where it was but it was either somewhere in Tag Debug>Bounties> or Tag Debug>Collectibles. There is one particular category that will turn them red irregardless of whether you killed them or not. It does not actually complete the quest. It's just a visual flag.

I am confused, what debug menu is everyone talking about? Is it an external program I need to download? if so what is it called? Or is it built in? I'm just very confused.
