Does Turning off Resizable Bar solve the bad FPS?
I watched a youtube video explaining that the issue of the low fps is because of memory leak occurring by having Resizable Bar switched on. The person mentions that after turning it off in his BIOS, solved the FPS issue and he was obtaining 90-100 fps in areas of the game where FPS usually tanks to like 20-30. When resizable bar is enabled, you get higher top FPS, but lower lows. Which makes stuttering more noticeable, worse frame time. When disabled, your top end FPS isn't as high, but your low end FPS isn't a low, therefore it makes the game feel more stable.

It's not going to fix all your problems most likely, but it will likely be an improvement to have rebar disabled for this game.

Here's a good side by side comparison, though you'll see it also uses the DLSS mod, but that shouldn't matter on the subject matter were talking about here so everything I said should still apply. Also, Windowed Fullscreen seems to be better than Fullscreen.

In this game, no. Turning on RE:Bar should increase performance or lower frame drops because this game does move large amounts of data at once.

Also like the above guy said, use windowed fullscreen for best results . Esp. if you are using Windows 10 or later.

No idea why they allow fullscreen, but it could be because the game has a fallback or compatibility flag set on it for Win 7/8 (and yes it does run on those but it's not supported so that is up to you to solve issues there). If you did happen to know how to get it to run on Win 7 or other unsupported operating systems that allow exclusive fullscreen ...then you would use fullscreen for better performance

I just tested with rbar on and off and there was no difference. The problem appears to be (for me anyway) under utilization of the GPU. I'm using a 4090 and 10700K @ 5ghz (the CPU is not a bottle neck), and the utilization is ~66% in a particular spot in Koboh I was standing on. Monitor is 3840x1600. FPS is typically in the 80s, so it's not that big of a deal.

I finished the game and NG+ so really don't care unless this game gets some DLC.

How do you know it's not a bottleneck?

There’s not a chance, in this cpu bound game, a tenth gen intel isn’t bottlenecking a 4090

No game uses 100% of every core/thread, you can't go by that. It's clearly struggling to feed your 4090 frames fast enough since it's stuck at 80fps at 63% usage. High frame rates require high end CPUs.

I dont have DLSS when i tried Jedi Survivor, I only had AMD fidelityFX. I have a 3070 and AMD Ryzen 7 5800H RAdeo Graphics, I play on Gaming laptop.

Yea unfortunately I believe in this game your tenth gen is part of the bottleneck. Like the other poster mentioned, you will not get 100% cpu utilization in any game. More like 15-30 being typical so 50% is quite high. I’m running on a 7700x at 5.60hz and I feel like even with that I could use a bit more speed.

Like I said, DLSS is a mod for this game, and it doesn't matter if you have it or not, not the point of what I posted. It's irrelevent to rebar. Just ignore the part of the video that is about DLSS, you don't need it (unless you really want it), it's a paid mod.

If you want more stable FPS, don't enable rebar. If you want higher high and average FPS, but more volatile FPS, enable rebar. The tests in the video clearly display these things.

Regardless, the game has deep underlying issues, and regardless if you have rebar enabled or disabled, the performance issues will still be there. It's really going to depend on what you want to tolerate, or you can wait for more patches like the rest of us. :)

But DLSS does give better image quality at the same quality type as FSR2. I use the DLSS mod and I like it better, but were talking performance here, which is why it isn't really relevant.

It actually gives more performance while also looking better.
For NV users: ReBAR is disabled for this game in driver profile.
