Apparently DLSS Enabler is a freely available variant of this https://www.nexusmods.com/site/mods/757
You shouldn't be buying an AMD GPU if you want upscaling and frame generation.
The point is to make do with whatever one has to get an unoptimized mess of a game somewhat playable and DLSS Enabler is a good option
If there is an opportunity to spend 2x times less money with the same FPS and more GBs, why anyone should pay more?
