They may not implement the latest version of upscaler but it is enough to run with decent fps.
Mods are
- for DLSS-capable nVidia GPUs https://www.nexusmods.com/site/mods/738
- for AMD and others the mod is FSR2FSR3 or Uniscaler LukeFZ. It's not open source but one can find it if one really wants

You shouldn't be buying an AMD GPU if you want upscaling and frame generation.

No one really wants those as they introduce blurriness/artifacts or latency. In a perfect world game should run with decent fps in native resolution. Unfortunately that's not the case with many modern titles on older hardware.

The point is to make do with whatever one has to get an unoptimized mess of a game somewhat playable and DLSS Enabler is a good option
