The consoles do have Dynamic Resolution Scaling (DSR), to keep a more smooth 30 FPS by lowering the FSR setting further. Since the performance mode drops to 720p, the Quality mode might require dipping down to 1080p to maintain 30 FPS.
However, I would put more emphasis on the CPU bottlenecks in this game, which may register as "20 FPS" when your running 4k/30.
Disabling VSync does seem to help stabilize the framerate some, at the cost of tearing.
There may also be HDCP DRM issues regarding getting higher frame rates than 30 FPS at 4k. You should occasionally see higher than 30 FPS in lighter areas if HDCP is working correctly.
I don't have a cataloged list of locations where high frame rates are achieved, but Cal's room at Pyloon's Saloon on Koboh is a place to start. It seems to unload the trouble parts of Koboh, making for an extremely smooth frame rate. Also, you're more likely to stand still, and the frame rate does seem to stabilize if you stand still long enough.

Frame syncing technologies also seem to adversely affect the "recovery".
You are pushing the limits of the RTX 3060, but I would still expect a decent 4k/30 experience. It should not be dropping below 30 FPS on the GPU, not generally speaking at least.

If you're not seeing slightly over 30 FPS, I would make sure that you are using the right HDMI cables, and that HDCP is functioning properly. DisplayPort cables, and lower spec HDMI cables, may not exceed 30 FPS.
Tech Power Up recorded a pretty solid 30 FPS, with highs of 35.6 and lows of 28.2 across the first two hours of the game (going by the screenshots), which should hold. Admittedly, their "weak CPU" was a smidge better at i9-13900k.

I'm getting 15-16 fps.
If you're using FSR Quality, then you should be more in line with the 1440p numbers. There may be some slight variance between configurations.
with a 3060 i would disable RT, go down to High (at least) and maybe use FSR Balanced when your native Res is 4K
