The weirdest part I just realized and wanted to share to see if someone else replicates or take advantage of this mess:
In game- I set up everything maxed out on 4K (RT off and Vsync off) & DLSS FG Mod (Nukem9) on quality and barely I would get stable 45-60 fps (depending on area) (1)
I go to the config folder and delete the GameUserSettings.ini file, relaunch game, I dont touch anything in game settings (it was by default as described above) and the game runs at 80-95 fps with the very same config at the same area(2).
OK, nice...right? I quit the game, I re enter and the game again at 45-60 fps (1) - Wtf?

I tried to put the GameUserSettings.ini file in "read only" but it does not matter, in order to keep the fps boost I need to delete the file everything before entering the game. Once I start the game with the "fresh" GameUserSettings.ini file, I keep playing with the fps boost for many hours in a row without issues, but once you quit and re enter, boooom! performance drops as hell!
First time Ive encountered something similar in over 30 years gaming, what a mess have they done here?

Epic's "RAD" (Research and Development?) reports that overclocking can result in crashes. Such issues are implied to be more present on "K" CPUs which can be overclocked beyond factory tested overclocking. Overclocking CPU and RAM (using XMP) can result in unstable combinations.
Other users on the forums have reported that high end GPUs (i.e. RTX 4090) can experience a memory leak, which may at some point spill over into the Windows Page File causing a crash when Windows attempts to increase the size of the page file. Managing the Page File can help to avoid crashing. Alternatively, lowering the graphics presets to reduce VRAM usage can help to avoid a crash.
At launch there was an issue where not using any type of upscaling could result in a crash, this could be related to reports of a memory leak. It is recommended to utilize FSR or DLSS upscaling, especially when using Ray Tracing.
There is traversal stutter when entering and leaving the Cantina. This is generally brief, and blurry textures are not generally an issue for me on an RX 6600 at Medium/1080p. Unfortunately, performance issues remain while inside the Cantina (Pyloon's Saloon) even after the loading and unloading has finished.
The Last of Us Part 1 suffers from high CPU utilization in rendering A.I. characters. My suspicion is that Jedi: Survivor has the same issue, but Jedi Survivor lacks options to adjust "Level of Detail" (LOD) or "Draw Distance" for more heavily populated areas.
Less obvious is the area immediately outside of Pyloon's Saloon (Cantina), which frequently hitches and stutters. The map is drawn very awkwardly, giving the impression of hitting traversal boundaries and causing traversal stutter. It is also a fairly heavily populated area, with A.I. characters like Boglings and Rancors which seem to spawn in and out. So it may be a combination outside of the Cantina.
This mod is giving me dramatic fps improvements and way less stutter. Not fully tested it but so far so good.

I can run the game at high with ray tracing enabeled. DLSS is set to balanced. I actually run at medium with ray tracing. Less strain on my machine.
Solid 144 fps in both cases.
WHEN they drop below 144 FPS, they get angry. And it is WHEN, not IF.
You either need to prove that it is a solid 144 FPS, by recreating the Digital Foundry highlighted segments, in Rambler's Reach on Koboh, without stuttering. Or you need to qualify where you conducted your 144 FPS benchmark.
If you can prove that you have a solid 144 FPS, then we need more details about your system specifications so as to be able to purchase and configure a 100% identical system.
What brand of motherboard? What brand and model of RAM? What brand and model of SSD? Which manufacturer made the RTX 3070, and exactly which model do you have?
What cooling do you have? What is the ambient temperature and humidity of the room in which you are gaming? What model power supply? What version of the NVIDIA drivers are you using? What is your Page File set to in order to avoid crashes? What version of Windows are you running?
Do you have Resizeable BAR enabled or disabled? Have you disabled Turbo overclocking per Epic Games Studio's direction? Have you disabled XMP Memory overclocking (presumably 6000MHz is an XMP overclock)? Are you running Memory Compression in Windows?
How can I go from 20 FPS, with freezing, to a solid 144 FPS?
DLSS is where the magic happens. Seriously. Just set it to performance or ultra performance.
I would suspect you had an RoG Ally or something, with the 1080p resolution, but it does include the model # of your display, a 144Hz, 23.6" Lenovo (LEN G24-10).
Does the Lenovo have an Adaptive Sync mode that is sufficient for at or below 40 FPS to look like 144 FPS?
DLSS improving performance is a joke. It does more for stability than performance. Possibly a VRAM memory leak. 8GB cards may not be affected by the memory leak.

Outside of reaching your monitor's cap, why do you need 144 FPS? This is Jedi: Survivor, not Apex Legends.
I'd trade a higher resolution by going as low as 70 FPS, which should be possible on average with an RTX 3070.
At 1080p, DLSS Quality, Medium graphics preset, the game is likely to be CPU bound.
