I have the same CPU but a 4090 instead and it still stutters. What I found is that RT is way too demanding for the small increase in image quality (at least from my testing). Turn off RT and maybe get some things down to High instead of Epic. I also enable DLSS Quality and Frame Generation.

I'm running this game on i7 12700k and RTX 4070. When I run this game "native" in 1440p and everything at Epic, it looks some kind of blurry. I played around with the seetings -> DLSS and FG, but it looks best and the most sharp when I turn on FSR. With everyhting on Epic and FSR on Quality, I get around 100-115fps. When I turn addtionally on FG, then it goes to around 150-165fps. For my setup it seems it stutters more with DLSS than with FSR. You can give it a try and also play with the settings.

Turn off ray tracing then should be fine in my own experience

Off ray tracing / VSync + enable AMD FS fixed the issue for me. Also this game consume lots of Ram, recommend having more than 16GB on your PC.
Ryzen5 2600 - 32G ram - 3060

Only thing is that i only have a 4k 60fps G-sync monitor. So i'm locked to 60. As for ram... I have had an issue with four 8GB DDR4 3600Mhz sticks i brought and had issue with performance and can only use 2 due to better performance.
