The issue is with Windows Fast Start enabled when you reboot, it just hibernates and comes back from that vs. actually restarting all your apps, programs, and system processes.

One other trick I found on Win 11, is you can make the task manger (ctr+alt+del) always be on top. This lets you close a full screen apps without having to reboot.

FYI - fast boot makes reboot do this, and was on by default in Win 10. As in on start of reboot it would create a hibernate image, power cycle the PC, and the load the hibernate state from the hard drive. It caused so many issues exactly like the OP experienced, every domain a touch disables it by default.
P.S. fast boot is fun with Autodesk products, and others that also black screen and then the user has no idea why their computer boots right back to that black screen.
I have had that not work if I am running exclusive full screen. The task manger set to always on top was a great work around, because the darn crashed exclusive full screen game keep getting on top of task manger or any other window when Alt+F4 and others were not working. Heck half the time there is a Unlreal crash or other back there I can't click.
its one of the reasons fast start is soooo bad. It makes a reboot work counter intuitively. As in reboot does nothing to fix the program hanging, only turning the PC off and on fixes it with fast boot enabled. Also MS rolled out this feature to help HD boot as fast as SSD....and then we got NVME drives and there was no need for it at all.
