EDIT: Ok I see "IsRayTracingEnabled" in the game user settings. I see it as "bIsRayTracingEnabled". Does this mean that it is or isn't enabled?
I haven't gotten into the menu even yet, always crash at during loading screen, and I have tried so many different fixes and loaded so many times, that I got over 2 hours of "game time" now.
You got in to the menu? How?

Usually the cause is: null pointer exception, another process claimed a resource the faulting process used (GPU itself or memory space in RAM), or permissions issues [security settings].
Since the game actually starts (?) I doubt it's a permissions issue. More than likely it is either you are running out of RAM or something else is claiming the process' resources. Overlays like Radeon ReLive actually inherit the processes' resource when they are enabled. Ensure your driver is at least updated to a recent version that supports this game. If you use the AMZ drivers can't help you there bruh.
Try in this order, 1 by 1:
0. First ensure you actually have enough "RAM" for the game to run. With raytracing on, 16GB is not enough at a resolution past 1080p. You can adjust your pagefile.
Typically these buggy games require around 32GB "effective" RAM -- meaning you can adjust your pagefile size to pretend you have enough. It will cause a performance hit but it can stop crashing.

You should set the pagefile from auto to 16384 or greater to ensure the game won't run out of memory. If that works you have too little RAM.
1. Closing all other games except what is essential, especially close Chrome and Chrome-based applications that use hardware acceleration like DISCORD, EDGE, etc.
2. Disabling all overlays like STEAM OVERLAY -- hardware acceleration can also be disabled in Steam
3. Turn off recording software and hardware monitoring software -- some of these claim exclusive use of the GPU and that can cause issues. See above*
3. Playing the game on the minimum resolution because 16GB of RAM is the minimum requirement, your GPU being able to handle the game on ultra means nothing if the RAM runs out. If you have a 4K screen or whatever, set it down to 1080p -> start game -> adjust settings.
4. Remember this game requires Windows 10 RETAIL versions or higher. Not Windows 10 LTSC, Insider builds, Enterprise builds, etc. because those versions may not receive all the patches that the retail versions do.
I re-downloaded and re-installed AMD adrenaline, and even though I have updated my drivers several times, it seems that may have fixed it somehow.
And I uninstalled Opera GX, and installed just basic Opera, because GX is a bit buggy, and I was thinking maybe there is something that interferes.
I also shut down Kaspersky virus protection.
For a while I have had a feeling that the crashes was caused by some software interference, some bug of some sort, I still don't know, but this is what fixed it today.
Edit: I have uninstalled Opera GX which unfortunately did nothing. I also installed the pro AMD driver just to see if it would work, but that also did nothing. Just finished uninstalling and reinstalling the game which did a grand total of nothing as well. I'm just upset because of the hype that I had for this game and it is being ruined by this problem. I'll update this post if I find a solution.
I wish there was something I could write here that could help, but I don't think you need to do anything but download the newest version of Adrenalin, install it and get new drivers through that.
If you're still having trouble outside of that, I seriously recommend looking through whatever software etc that are running in the background.
Are you using some autohotkey or controller software? Virus protection? Do you have enough RAM? A few weeks ago I went through a checklist of stuff that could be fixes for the game crashing, not sure if any of it was needed, but if yuu haven't already, you should go through one of those lists yourself, they're easy to google.
Edit: I forgot, I tried changing my effective RAM to 18000 MB, which didn't work. Just changed it to 34000 MB. I think that shouldn't ruin my computer, but that's why I am posting this.
