i dunno how much you care about steam features like submitting screenshots and such
EA Play is games rental service. On the EA App you can also buy games outright, just like steam. Next all EA games on steam from Dragon Age on need the EA App running in the background (formally origin), and so do games you get from EA.
Also the issue with EA Play is the server that power it crash a lot, so while both steam and the EA App will let you play offline...the EA Play service will not.
Finally, no matter what you get make sure you get the version of the EA App from:

The one bundled with the steam download is a stripped version, and it only runs when the game does. This leads to achievements not unlocking and other issues, so instead just make sure the stand alone app is running before you launch the game.
