Report a translation problem
During combat you will notice several bars at the bottom of your screen. The one at the very bottom is the Force Power bar. When it is full, you are then able to use Force Powers (note that Force Powers are different from Force Attacks...Force Attacks have their own bar that fills up as well). Force Push and Force Pull are an exception to this...they can be used at any time. The Force Bar fills as you do damage to enemies with your lightsaber (maybe other things too??).
I am still early in the game. I have only unlocked Slow and Confusion. Unfortunately, I haven't figured out a way to seamlessly switch between Force Powers during combat. It seems to take two button presses to switch to a different Force Power. I don't like this.
Anyway, maybe that helps a little. Someone helped me out when I had the same question. Take care!!

You probably don't need to restart the whole game. Quitting to main screen and reloading from there was enough to fix it for me.
