The issue is related to CPU throttling. The GPU has to wait for the calculations of the CPU, meaning that you will not see an fps increase so long as the CPU is bottlenecking.
The mod creator is being very disingenuous when they write 'All of this depends on your system, older systems that are GPU bound for the most part will benefit the most from this!
CPU bottlenecks will still get some benefit from it, either by reducing stutters or a smaller FPS boost.'.
