Can't Dual Wield

IDK about anybody else but you're supposed to have Dual Wield stance unlocked after your battle with the ninth sister. I am far past that and have no option to use the Dual Wield Stance. I even bought a perk or two because I was excited to use Dual Wield but sadly I cannot for it appears the entire game.

Did you change one of your stances to dual wielding at a meditation point?

You can only have two active stances. You will need to switch one out for dual weild at a meditation spot.
