Title. Is there a clean shave beard option? Does the rock store ever restock with new cosmetics?

its the alternate look to i think close shave which is the first cosmetic beard pattern you get i believe. should show on the side under the name of the style which one you want.

It's unlocked from the start. Just press the right trigger on the stubble option you begin the game with.
