Is the game suppose to look blurry?
Not only does the game run like garbage, but it's also a blurry mess. Looks worse than Fallen Order. How can I get rid of it, if possible?

I noticed for me, esp after the patch, the game settings are not what is showing in your settings. I had to change them around. It said EPIC or HIGH for me but it was really on LOW. lol. May not be same issue though
After the path, I have the same performance as before, but the graphics are much worse. Cal's character in particular looks terrible. The hair is kind of gooey.

Unless the preset is set to epic or if fsr is enabled
It runs at a 50% resolution scale.

You can confirm this by looking at the .ini file

I set it to Quality - there are still terrible graphics.

Like FF7R it has forced resolution scaling
But these are jokes. In the place I showed, I have 45 FPS. 3440 x 1440 on a 3080 card, AMD Ryzen 9 5900x, and 32GB RAM. I have games that have 3x more FPS and completely nice graphics. This here has textures from 15 years ago.

Have people tried turning off motion blur and film grain?

As others have said, the game doesn't run at native resolution unless you're on epic settings or you force it via mods. Also, it has TAA that makes everything blurry and can't be turned off in options.

You can use this mod to force native resolution and disable TAA. No more blurriness. Be warned that hair and foliage was programmed with TAA in mind, so they'll have some funky effects with it disabled. It's not too bad, though.

The further views and landscape look epic. But the problem is with close objects, for example Cal's character. It's blurry, pixelated and low resolution.

I always turn off motion blur, film grain, depth of field, and chromatic aberration.
