The Aquarium is still dirty and wont clean

I found Skuva Stev and have exhausted his dialogue so far, including at the saloon.
I have like 9 fish (tank should be clean at 4 fish)
I have relaunched the game numerous times

The tank remains dirty

Thats interesting. I was wondering the same. Didnt know the cleanliness had 4 fish reqs.

I think there is a link with the main story too had 7 fish for a long time and the tank was still dirty after a few main quest it began to get cleaner or it's something stupid like leaving the planet and coming back..

my tank is pristine with just 9 fish whereas I read online it will need the full 12 fish . This is after latest patch on PS5 9/5 and I am at the very end game, maybe they changed something?
