I mean, dude, there are steps you can take.
Check and uncheck the dlc in the properties menu
Restart your pc
Verifying and reinstalling is hyperbole and wouldn't make sense to do that. dlc is a digital license check, it has nothing to do with the installation. You need to force that license check again.
The dlc itself doesn't download separately, it's already part of the base game.
Honestly, the term "Downloadable Content" is a bit misleading. It's more like "Authorized Content".
1. Restart steam
2. Uncheck the dlc in the properties menu > start game > close game > recheck dlc > launch game.
Like I said to the other guy, it's because this isn't dlc like it was some years back where it was actually a separate downloaded file. Preorder content and stuff like that is already in the game. The game just does a simple check to see if you're allowed to access it or not. You need to force that check.
Again, not as simple as you think it is. I've done both of these several times over and it still has not fixed the issue, it's really not that simple. The problem is more than likely because of EA's ♥♥♥♥♥♥ launcher for the game given that achievements also don't track.
