Had the same problem, looked at the bindings. Figured because it's a bad lazy console port it has something to do with the controls. You have to use the target button for some reason even tho it doesnt lock on target then it lets you shoot and it just seems to auto target, sometimes randomly when there's a crowd.

Actually this same problem is on the PS5 version as well. The blaster stance shooting won’t work at all if you remap the special attack. I had to use the console’s accessibility features to remap the controller so I could use the buttons I wanted. But now I have to remember that “R2” means “triangle” and vice versa.

I remapped Special Attack from 'F' to 'Q', every time I want to shoot a Special I need press first 'F' the 'Q' works. This is only a problem if you use Gunslinger stance, every other stance works just fine with the Special attack remapped.

Solution for me: just erase the "F" mapped on the keyboard and use only the "A" on the joypad
