Force Power Slow not activating?

Yo,

I'm on the 2nd planet, pretty sure I used it during the tutorial, but now pressing 4 does not trigger the slow power while fighting enemies.

I've changed my keybindings back and forth and still can't figure it out. Am I overlooking something?

Disregard. I forgot the Slow meter built up like an ultimate, whoops.

Does it show as having a filled meter at the bottom of your screen? It builds when you parry and land hits in combat etc.
