That would fix the overpowered marauders and insects, but the boss fights/purge troopers/jedi/etc are decently satisfying at the current level. The frustration is that *every* enemy behaves like it's specifically trained and equipped to fight Jedi - that every marauder who typically preys on prospectors is just a reskinned purge trooper rather than presenting a unique challenge.

If you want to have this experience install one hit mod and erase entire block of enemies. Of coure also find a way to phase through walls, because lightsabers can cut through them.
Now tell me, is it fun?
They're still pretty good for light saber action: One hit kill / dismember regular enemies, no one simply blocks your saber with a random ass piece of metal / skull. This does not make the player overpowered, as the enemies' attacks are quite lethal as well.
The way it is works for purge troopers and dark jedi; using the same mechanic for random marauders is not just lore breaking, it's also not that fun. The boss fights are easier than the random trash mobs.
Essentially all of the LucasArts Games era Jedi titles managed to do this better - enemies were deadly, but not because they were damage sponges with unblockable headbutts.
