I'd call it an inconvenience, but probably not the worst problem the game has currently. :D

When I first started playing it I wanted to see if it was starting every time so I started and quit the game five times. Its anecdotal but I think my stuttering was less afterwards, though the big frame drops in the open world when transitioning map areas still happens.
I will beat the system, reinstall the game and the graphics driver fresh, then start it once and play it from start to finish. HAHAHAHAHA! xD
....what I meant to say: No offence, but this makes no sense. ;-) With the same logic they could just skip any kind of shader compilation and let it compile during gameplay, because people will play and replay sections of the game anyway.
I think it's either a bug or not properly done.
