Go to the setting icon in steam...click the local files and the check the integrity or re validate option (sorry can't remember which exactly it's been a long day) but that seemingly fixed it :) hope this helps and good luck!

Anyone know how to find the "check Integrity" option?
If you click on manage (the small mechanical icon the game over to the right)...then Files...then check local file integrity and let it do its thing, it should work mate *fingers crossed*
If you go through that setup again my dialog voices came back.
I tried everything, including switching to mono - mono just disables all my audio, not only the dialogues...
