For me it was in services. Here’s how to do it:

- Open up your search bar and type services
- Scroll through until you see EA background Service right click
- Choose “Properties”.
- On Startup type use “Automatic” click apply.
- Under Service status click start then ok.
- Launch the game. I hope this helps someone

So what i did the last was deleting EA app with REVO UNINSTALLER and download ea app by official website. Then again set launch as administrator:
EABackgroundService
EAConnect_microsoft
EACrashReporter
EADesktop
EALauncher
Link2EA
and specially EALaunchHelper

and it's worked again!

Hi!! I changed the file location to C drive where I had both the EA file and the steam games and it worked!!! Give it a go

Using the 'App Recovery' feature seemed to do the trick for me. I didn't need to restart or anything. Such a bizarre issue with seemingly many causes and solutions. I had no issue with installing and running Mass Effect: Legendary Edition from Steam just a day earlier.

None of these worked for me, but doing a clean re-install of Nvidia drivers (do a custom install, and it's at the bottom of the options of things you can install) worked for me for some stupid reason. Such a broken piece of crap.

Guys, I found a way. At least it worked for me. I tried everything: VPN, Antivirus, firewalls, reinstalling everything, Origin, forced installation of EA APP on the same disk with the game and so on. In the end I found a tip on a Chinese site: you need to unlink your STEAM profile in the EA profile on their site. Then download the game, install, and after launching it will launch EA App, where you will be asked to re-bind your profile. I don't know how long it will work, but it worked for me.

Update: another possible solution, since the previous one resets all saves and settings of all EA games. And after that, you can't change your STEAM binding for another six months! So, the solution: you need to delete or block in Firewall the EALocalHostSvc.exe file in the EA App folder. I don't know if that helped me, but the game refused to start again after installing it on another computer. I deleted that file and everything worked. Tried putting it back in again, but the game now launches without any problems.
