I would submit a ticket directly to EA. You can pre chose options: Missing Content -> Never received content.

I don't have any issues like that. Y'all point fingers too fast. This is PC gaming. It takes time to figure out all the different issues. Nothing pleases you people. Fanboi's ruin everything.
1. Make sure that the DLC is enabled on Steam. Early troubleshooting suggested toggling the DLC, which could mean that it is disabled for some users with the issue.
2. Uninstall and Reinstall to make sure you have the latest copy of the game. The patch may not have applied correctly.
I did not have this issue, but I rented the game on EA Play Pro.
