Wait I cant run from combat

Am kinda far in and have found myself in combat for the first time whilst not wearing any armour.
I am trying to run away but every time the enemy is about 10 feet behind me I all of a sudden cannot run.
Was this the intention? Who came up with this mechanic?
Its kinda dumb as I cant disengage and return later.
With all the hype of immersion the bugs are very disappointing.

Is it a part of some quest that devs wont let you escape?

Nah I came across a random camp and wanted to end them all quietly, got caught the first time which is when the post was made.
I reloaded and waited until they went to bed, they will never wake up.

In early game I found a camp and felt super smart when I stealthily poisoned their food. Then waited like a whole day for them to die, but they never died. Then I saw that they have another pot of food that they use and I didn't have any more poison
