Report a translation problem
I don't even know who's saying that there's 24 recipes in the game, but if it is than it could be added later or the blackpowder recipes simply doesn't show up in the list.
If you look at the potions tab, at the bottom it says 22/24 recipes found. That's the only clue I'm going off of. I know from the first game the Lazarus potion isn't craftable, maybe it'll get added later.

This site only lists 22 potion recipes, doesn't really answer the question as to why it says there are 24 recipes for potions.

Nah, I was wondering if there were hidden recipes that you could only find my reading the herb description and experimenting. Hard to say if that's true though, since you can access console commands and spawn things, you'd think it would be found.
