Absolver Longsword. Need Help please.

Could someone tell me what quest I need to complete in order for Thomas to give out the quest? I have gone to him after every main quest I have completed and I never see the prompt to speak to him unless at dice. I don't know if main quests effect him but I gone up to him as far as completing Oratores for the main quest line.
