Effect of strength and agility on weapon use

As I understand it, if your strength or agility is below a certain weapon's required levels, there is a malus to eg stamina.

But what about the reverse? If they're above the required levels, is there a bonus applied?

You mean eg "Train Hard, Fight Easy"?

But all that says is:

"The required Strength for all weapons will be 2 less for you. In general, if you have a lower strength than the weapon requires, you will do less damage with it. Conversely, if your strength is higher, you'll do more damage. With this perk, you'll reach that state sooner."

That does not imply the perk is necessary for the boon.

Re-reading this description it's obvious my question is answered in the positive.
