It's okay to like games that suck.
KCD2 is pretty decent in most aspects, the world as a whole is just kinda meh, and of course the combat sucks.
Has no rhyme or reason to what's happening half the time, and yeah feels turn based.
But once you get past the open world foundation they're very different. So different that this opinion is a little baffling.
Are you people low IQ or something? Are you not at all aware of the sandbox element that I'm alluding to? You know, the scheduled NPCs with day/night cycles, the crime system, breaking into people's houses at night to steal, etc., is all very reminiscent of TES. The devs literally said a week ago that their biggest inspirations were Morrowind and Oblivion. Good God, man. Not to mention all of the subtle, immersive interactions with NPCs, for instance people were raving about the fact that if you dropped an item in town a villager could pick it up and take it for themselves... Skyrim did the same thing.
Sorry, did you say that TES invented day/night cycles?
None of these systems are unique to TES anyway. Any given game in the immersive sim genre will tick most of these boxes.

RDR2 is an example of the game that meets your cherry picked list of features. I don't know every game that exists or even have perfect recollection of the mechanics of every game i've ever played. I'm sure there are more.
KCD has plenty of features and mechanics that skyrim *doesn't* have, which is why you had to specify "with mods" in your OP. And I guarantee you that many of those features have no skyrim mod equivalent, mostly because the creation engine as a whole just sucks at animations.
