Is it me or no one ever sits at the dice tables ever outside of quests?

Unless a quest has the option to play dice, i haven't been able to find anyone to play dice with in taverns anywhere. Especially in Devil's Den, there are like 6 dice tables on the second floor but no one's ever there.

Seems to me it is very "time of day" oriented. Not many are around before afternoon or evening. Not sure if it is fact I have not tested but anything be for noon seems to be empty.

Maybe it's like Red dead 2 where it operates on a schedule

i don't have the option of sitting at a dice table if no one else is there
