Because there is a mine with some empty houses around AND there is a small town with a churche and some shops (around 1-2min on horseback away) which is part of this region as well.
Before arriving in Kuttenberg, I fell underground in a certain mine, lost all my equipment, and had to deal with a mysterious knight
defeating the mysterious knight and coming out of the mine, I ran into the priest and the townspeople, and a quest I didn’t even know about was completed
Thats the quest I had completed without killing the Knight but free him of his Oath to defende the "gate of hell" he and the old priest (who died before the events of KDC2) suspected in that mine.
Maybe due to your outcome of this "quest" you fell into, the people left the City because they are in fear of the devil now. (part of the quest is, that they suspect the devil to haunt them)
Now I get why there are no people in the village
But it's a bit annoying that I get forced to stop every time I pass by old Kutna during fast travel.
