Should I hold off on using skill books until it gets harder to level or is the xp gain from them fixed?

I'm 99% sure it's fixed, because you don't always gain a full level for reading a skill book.

Yeah it seems like the trainers dont work. Every time I buy a training session I don't get a level up or any notification that I gained experience. Still I'm about halfway through the 2nd map and am starting to max out on skills

Skill books and trainers just give you EXP, based on the level of book or trainer skill, which may or may not be enough to level that skill up. Early on you dont need much EXP to level up so it seems like you just gain a level every time, which can seem disappointing later on.

To answer OP, the EXP is fixed based on the level of book or trainer.

Based on this, really you should be reading skill books as early as possible for a huge boost to skills, because if you wait to use them they're almost completely useless.
