I imagine there's a good bit of AI going on to save on budget.
PS If any game on steam uses any form of AI they have to state it on the store page.
It is so distracting I cant even pay attention to the actual content of her dialogue lol. Major oversight for a character you speak to so early on in the game
It's clearly a bug, it was a problem in the first game. Multiple people's voices change when they do specific lines together, or play dice.
My guess is there were voice lines they missed while the actor was in studio and had to cut in voice lines from other actors in post
