NG + is the whole opposite and would completely break the game.
For replayability use hardcore more, that's the whole point of it.
Now this being a single player game I wouldn't care one way or the other if they added it, I don't have to use it, but I think you're very mistaken if you believe that you would have fun with it and also that it'll ever happen.
If your wish for NG+ is so that you can one day be max level well honestly it's pretty easy to do without it. I was main level 29 before even leaving the first map, 30 str agi vit 24 speech 30 archery sword 18 unarmed and 30 to most other skills except for drinking and scholarship.
And it's not even that hard to achieve, just craft some henry level fox potions to get 50% more xp and you're set. A bit of training for swords and archery, roughly 2 ingame days for each to reach level 30, str, agi will level up at the same time, walk around completely encumbered for a day or so to finish vitatily.
Gear is easy if you craft your sword and raid bandit camps for the rest, money will also be a breeze
How that would look would be the Lowe the tier weapon would mean it couldn’t do but basic combos and definitely couldn’t do master strikes. Tier 3 and above for Master strikes. Tier two for basic perks to be added to armor and weapons.
Stats would level like normal through actions and improve reaction times, damage, stamina pool but perks would only activate upon the tier of armor or type of clothes. Like anything selling related couldn’t activate without noble or merchant clothing. Nothing intimidating could activate without armor or dark clothing etc.
