Only if you take Martin's secret perk. Otherwise max is level 3. And to be precise you can craft level 3 quality with low craftmanship as well.

Worth mentioning that quest items like the Teldor sword for the wedding quest are locked to level 3 max.

You have to be 16 base, without boosts.

Then what exactly does high Craftmanship do? For example you can don a leather apron and gloves that give you +4 Craft. How does that help you?

I don't see how to on here. I'm lvl 16 crafts but don't have a perk point to use now. But Martin's is neither silver or gold, the icon looks grey. Maybe I need to unlock more skills?

Is there a plus number in bracket ?
for example 16 (+2) ? This means you have base lv 14 and +2 is from some other sources giving a total of 16. You need base level of 16 to unlock the perk

No, there is no plus by it. It's 16. The only thing I can think is I need to unlock more skills before getting access to it.
