For Kathrine, do her side quests (5th Commandment in Kuttenberg and Stalker in the Sigismund's Camp) and choose dialogue options that show concern for her safety and the safety of others to boost your reputation with her, and choose the flirt dialogue options when available.
They both basically sleep with you, (First Rosa then later at the VERY end Kath) then if you try to have any conversation with them they are like "Hmmm, yeah...nah." and then thats it.
There was clearly some effort with the Rosa stuff to like convince her father but it either got cut or Warhorse just decided to nix it, because it goes nowhere.
I'm actually really shocked and disappointed, Skyrim with its "Hello there, I like you, here is a medallion, lets get married." is more fleshed out then the romances in this game...it's even a downgrade from KCD1's date quests with Theresa.
