I dont think that i have to buy this perk, in many tutorials there is said, get to level 16 at radovan, do the hermits sword with level 16
and the lock out? i am not sure, maybe there is no description for it, but all the perks i have, dont list martin secret as exklusion... looks like a bug to me

Yeah what he said, you're gunna have to level up your Craft once or twice more in order to get it depending on what level your fit sends you to.
EDIT: My bad. I was just stupid. I had clothes on which gave me buffs to craftmanship.
Martin doesn't have a secret buggy the game takes place in 1403 and the buggy wasn't invented till much later.
